What is the VAT rate in Portugal?↓
Portugal has a standard VAT rate of 23% (IVA - Imposto sobre o Valor Acrescentado). A reduced rate of 13% applies to food products, wine, restaurants, and certain transport services. A super-reduced rate of 6% applies to essential food items (bread, milk, vegetables, fruit), medicines, books, newspapers, and some social housing works. The Azores has a 18% standard rate and Madeira has a 22% standard rate.
What is exempt from VAT in Portugal?↓
Portuguese VAT exemptions include: healthcare services and hospital care, educational services, most financial and insurance services, and certain cultural and sporting activities. Some freelance professional services (such as those provided by lawyers, doctors, and teachers) may qualify for VAT exemption if they fall within specific professional activity codes defined by Portuguese tax law.
When must a business register for VAT in Portugal?↓
Businesses established in Portugal must register for VAT (IVA) from the start of taxable activity. There is a small business exemption (regime de isenção) for businesses with annual turnover below EUR 13,500 (being phased up to EUR 15,000), allowing them to opt out of VAT. Foreign businesses with no Portuguese establishment must register from their first taxable supply, with no threshold. Registration is with the Autoridade Tributaria e Aduaneira (AT).
